Comparison of earthquake disaster mitigation infrastructure and community preparedness in post-disaster areas (Palu and Donggala, Central Sulawesi) with non-post-disaster areas (Kupang, East Nusa Tenggara)

Abstract

Donggala Regency and Palu City in Central Sulawesi are one of the areas that have a high level of earthquake risk and are areas that have been massively affected by the earthquake disaster in 2018. The lack of public knowledge as a party affected by the disaster has caused a serious impact on them. The city and district of Kupang in East Nusa Tenggara do not have a history of massive earthquake disasters in their area, but in 2022 and 2023 experienced earthquakes that were felt quite strongly and destructively. Increasing community preparedness in dealing with disasters is an effort that needs to be made to be able to reduce the impact caused by disasters, one of which is by providing knowledge and training to people living in disaster-prone areas to be better prepared to face earthquake disasters. This study aims to find out and describe the disaster mitigation infrastructure and community preparedness to face earthquakes in Palu City and Donggala Regency and compare it with those in Kupang City and Regency. This study uses a qualitative method with a type of qualitative descriptive research. Data was obtained from observations, documents, and in-depth interviews. The results of this study show that the disaster mitigation infrastructure and community preparedness in disaster-affected areas are better than those in areas that have not been affected by disasters. Disaster mitigation infrastructure and community preparedness levels have increased after the area has been affected by disasters, in other words, it is still reactive but not yet preventive. 2025 Published under licence by IOP Publishing Ltd.
